Maryland Renewal Requirements

Effective April 1, 2024, Maryland implemented new licensing requirements for educators.
All certificates issued before 4/1/24 are now considered historic certificates and may be transferred to a comparable license at the time of renewal.

If you hold a historic professional certificate, you may either follow the new requirements for renewal (as listed in the Professional License Renewal Requirements section below) or complete 6 acceptable credits as follows:

  • Earned through an institution of higher education (all Teaching Channel courses are offered in partnership with accredited institutions of higher education); and
  • Related to public school education; and
  • Earned within the validity period of the historical certificate; and
  • CPDs earned in reading coursework – if not already completed (as listed in the MSDE Approved CPD Reading Courses section below)

MSDE Approved CPD Reading Courses

If you hold a historic professional certificate, CPD reading coursework requirements are:

  • 12 semester hours in reading for early childhood, elementary, and special education Infant-3 certification.
  • 6 semester hours in reading for secondary content areas, special education 6-Adult, PreK-12 disciplines, and library media specialist certification.

Submitting CPD Course Completion to MSDE

The Maryland State Department of Education (MSDE) requires that all approved CPD courses be submitted using the MSDE CPD Completion for Credit Form, which is issued by the CPD provider.

Once you have successfully completed your CPD reading course(s) and your final grade has been released (in accordance with the applicable term grade release schedule), you will receive an email from Teaching Channel with instructions for completing and submitting your CPD Completion for Credit Form.

Please note: Full course payment must be received before the CPD Completion Form can be issued.

Professional License Renewal Requirements

Maryland State Department of Education (MSDE) Requirements

Renewed every 5 years

Earn 90 Professional Development Points (PDPs)

The 90 PDPs must include a minimum of 1 hour of professional learning in each of the following areas:

  1. English as a Second Language (ESL), Sheltered English, or Bilingual Education
  2. Strategies for teaching students with disabilities or differentiated instruction
  3. Culturally responsive teaching or diverse student identities in education
  4. Content or pedagogy related to a license area

Teaching Channel Fulfillment

Complete 6 semester credits through Teaching Channel (15 PDPs = 1 semester credit).

Register for the following 3-credit course developed specifically for MD educators.
This course provides 45 PDPs.

Select any additional 3-credit course with Teaching Channel aligned to your specific license area.

License holders are free to engage in professional development outside of these areas as long as the minimum requirements are met.

Additional Renewal Requirements for Elementary, Early Childhood, School Counselors, Generic Special Education, and ESOL

Certain areas of licensure require additional professional learning, which can be earned as part of the 90 PDPs.

Maryland State Department of Education (MSDE) Requirements

School Counselor:

1 semester credit hour of higher education coursework
or
1 Continuing Professional Development credit (CPD)
or
An equivalent number of Continuing Education Credits (CEU) that address all of the following:

  • The need for intervention or referral in response to indicators of mental illness and behavioral distress, including, but not limited to depression, trauma, violence, youth suicide, and substance abuse. 
  • The identification of professional resources and best practices for distributing resources to parents or guardians to help students in crisis

Elementary Education, Early Childhood Education, General Special Education and ESOL:

Beginning July 1, 2025, educators employed in a Maryland local school district, Maryland-operated school, or nonpublic special education program in a position that requires a license in one of these areas must demonstrate proficiency in the knowledge and practices of scientific reading instruction at the time of renewal by presenting one of the following:
1. A passing score on an approved reading assessment

OR
2. Completion of coursework or professional learning approved by the MSDE.

Professional Development Points (PDPs) & Credit Conversion

Professional Development Points (PDPs) are measured as follows:

  • 1 clock hour = 1 PDP
  • 1 semester hour of college credit = 15 PDPs
  • 1 MSDE- approved Continuing Professional Development (CPD) credit = 15 PDPs
  • 1 Continuing Education Unit (CEU) = 10 PDPs
